2005 Board Orders

Summarily Suspended
Inocencio, Narciso F.* (12/19/05) DC medical license was summarily suspended for conduct that represented an imminent danger to the health and safety of the residents of DC. The physician’s Maryland license was summarily suspended for prescription irregularities.
Kioko, Gideon M.* (11/17/05) DC medical license was summarily suspended for conduct that represented an imminent danger to the health and safety of the residents of the District of Columbia. The physician’s Maryland medical license was summarily suspended for quality of care issues on November 1, 2005.
Brown, William Jr.* (10/20/05) DC medical license was summarily suspended for conduct that represented an imminent danger to the health and safety of the residents of the District of Columbia, including prescribing drugs when not authorized to do so, violating federal law relating to the practice of medicine and submitting a false statement to collect fees.
Vaughn, William S. III* (9/20/05) DC medical license was summarily suspended for conduct that represented an imminent danger to the health and safety of the residents of the District of Columbia, including prescribing irregularities. 
          - Order vacated* (10/7/05) on the conditions that the physician only treat patients under the auspices and pursuant to the policies of the agency, hospital or employer for which he works; and that he will duly record his treatment of all patients in medical records as required by law.

Probation, Chart Review, and CME
Cohen, Max H.*: (10/26/05) The physician was placed on probation for one year nunc pro tunc to December 15, 2004 and required to complete courses in medical record keeping and diagnosis of breast lesions. The physician was also required to have a peer review by an appropriate peer review entity or a chart review by a board designee. The physician was disciplined in Maryland.

Probation, Fine, and CME
Udebiuwa, Oparaugo I*: (12/21/05) The physician was placed on probation for one year, fined $2,500, required to complete a course on medical ethics, submit a fitness-to-practice letter from a Board-approved psychiatrist and comply with the terms of his Maryland order. The physician was disciplined in Maryland for fraudulently or
deceptively obtaining or attempting to obtain a license, unprofessional conduct, filing a false report, and making a false representation.

Probation and Practice Supervision
Beals, Paul V.* (7/27/05) The physician was placed on probation for seven years nunc pro tunc to April 28, 2004 and required to have a practice supervisor. The physician was disciplined in Maryland for delegating and referring to unlicensed practitioners.

Reprimanded and Fined
Harding, Alwin*: (1/26/05) The physician was reprimanded and fined $5,000 for willfully practicing a health occupation with an unlicensed person or aiding an unlicensed person in the unauthorized practice of a health occupation, permitted a physician assistant to practice independently and failed to ensure that all actions taken by the physician assistant were governed by a standard or advanced job description registered by the Board, and failed to sign all medical orders and progress notes of the physician assistant.
Khoury, Roy G.*: (8/16/05) The physician was reprimanded and fined $200 for filing a postgraduate physician enrollment form that included false information.
Richardson, Michael S.*: (9/29/05) The physician was reprimanded, required to complete a course in medical ethics and prescribing, required to refrain from prescribing for close friends and family members, and fined $2000 for failing to conform to standards of acceptable conduct and prevailing practice.

Reprimanded and Reporting Requirements
Hill, Augustus*: (7/27/05) The physician was reprimanded with reporting requirements as a result of a reprimand in Maryland for quality of care issues.

Probation Terminated
Carter, Bennie*: (3/30/05) Probation terminated. The physician satisfied the terms of his probation.
Brody, Alan*: (4/28/05) Probation terminated. The physician satisfied the terms of his probation.
